We have developed a 40-page booklet of details to assist the contractor during the construction phase. Our ultimate goal is to restore the stream to its natural beauty and provide stability for years to come. Brian King founded E303 in 2011. He serves as the President and Principal Engineer and provides technical review of engineering projects and oversees all aspects of business and project management. He has completed Levels 1 -4 of the Rosgen Natural Channel Design courses and serves as the primary designer on all of stream restoration projects. Dave Rosgen has peer reviewed many of Brian’s stream restoration designs, including multiple mitigation banking projects in Texas. Brian is considered one of the preeminent stream restoration designers in the country. He has designed stream projects in Georgia, Alabama, North Carolina, Texas and Virginia. Brian holds a degree in Geo Surveying from the Dublin Institute of Technology and a BS in Civil Engineering Technology from Southern Polytechnic State University (now Kennesaw State University). He is licensed as a Professional Engineer in Georgia, Alabama, Colorado, Maryland, Oklahoma, North Carolina, Texas, Virginia and West Virginia. Kevin Tibbetts has been with E303 since it’s inception. Kevin is responsible for all steps of the land surveying process from initial research to field work to production of CAD drawings. Additionally, Kevin has completed Level 1 and Level 2 of the Rosgen Natural Channel Design courses, making him an integral part of E303’s stream restoration design team. Kevin holds a BS in Psychology from Walden University and is licensed as a PLS in Georgia. Jenny Tahan is responsible for handling all the administrative and operations support functions at E303 including human resources, accounting, and general office administration. Prior to joining E303 in 2013, she worked as an Operations Manager for a large wholesale distributor for 10+ years. Jenny is a graduate of Georgia Tech with a BS in Applied Psychology. Mario G. Forte serves as the Principal Surveyor of Engineering 303 and provides technical review of all survey related projects. He has over 25 years’ experience surveying in Georgia and Tennessee specializing in Boundary, Topographic, Bathymetric, ALTA, Photogrammetry, Construction, and the Subdivision of Land.Mario holds a degree in Geo-Surveying Engineering from the Dublin Institute of Technology, Ireland. He is licensed as a Professional Surveyor in Georgia, Tennessee and Pennsylvania. Zach Truelove serves as Senior Engineer/Hydrologist at E303. He has experience in all aspects of civil engineering including design (site layout, grading, earthworks, and infrastructure design of water, sewer, septic systems). Zach is an ASFPM Certified Floodplain Manager (CFM) and specializes in Hydrologic/Hydraulics analysis (Hydrology Studies, Flood Studies, Wetland Culvert and Channel Modeling). Having completed all 4 levels of Rosgen certification, Zach has experience performing stream assessments, as well as the implementation of stream restoration projects including coordination with public works departments and private consultants/contractors. Zach also has 5 years of municipal experience and has managed regulatory programs and capital projects. He brings an “insider’s perspective” to scheduling and permit coordination of residential, commercial, and industrial site developments. Zach holds degrees in Civil Engineering from Auburn University and Mathematics from Shorter College. Mr. Truelove is licensed in Alabama, Georgia, Missouri, South Carolina, and Tennessee. Nawoo Hong joined E303 in 2024 as the Survey CAD Technician. He plays a pivotal role in the Surveying CAD drawing process. He adeptly supports both office and field teams, meticulously processing incoming data to craft land surveying project deliverables. Nawoo earned his degree in Civil Engineering from the University of Georgia. Additionally, he holds a Engineer-in-Training (EIT) certification in the State of Georgia. Ellie Chestnut is a Project Engineer poised to make her mark in the industry. A graduate of Kennesaw State University with a B.S. in Civil Engineering and a minor in Environmental Engineering, Ellie brings fresh perspectives and a dedication to sustainable practices to her role. She has acquired her Level 1 Rosgen certification as well as her EIT. With a passion for innovation and a thirst for knowledge, Ellie is ready to collaborate with her colleagues at Engineering 303 to deliver impactful engineering solutions that address today's challenges and shape a better future. Located 15 miles southwest of Fort Worth in Johnson County, Texas the proposed bank will generate over 15,000 TxRAM stream credits within the Fort Worth District of the U.S. Army Corps of Engineers.  With more than 33,000 linear feet of impaired perennial and intermittent streams, tributaries and degraded riparian habitat, there is plenty of opportunity to provide uplift by restoring the natural hydrology. The property is situated in the Lower West Fork Trinity (HUC 12030102) with a projected service area consisting of the entire Trinity River basin surrounding the greater DFW area. Located in Jasper County, the bank will generate an estimated 18,000 stream credits in the USACE Galveston District. The projected service area will include the entire Lower Sabine (HUC 12010005) and portions of the Toledo Bend Reservoir (HUC 12010004) watersheds within Texas. This site currently has Permittee-Responsible Mitigation capabilities for stream impacts in Texas’s southeast region (Orange, Newton, and Jasper Counties).
